Neutrally Buoyant Material for experiment

Hello, I am looking for a material that can be relatively easily cut/shaped, inexpensive and neutrally buoyant. It will be modeled into thin rectangles, about 4" x .5" x 3". I have looked through this thread for ideas, but since it was a couple of years ago, I figure it's worth a shot to post again. Thanks for any help.
