Torque vs friction

We have rails that are often damp and the electric locomotive wheels slip on, especially when going through a switch or a slight incline.

Would increasing the torque on the axles help this at all? My impression is no, because the train can go through fine when it is dry regardless of how much momentum it has, but I'm not positive.
