Quick estimate of flow rate through a roof scupper?

I'm not a mechanical engineer (structural here). But I'd like to know if there is a simple (and hopefully conservative) way to calculate the flow rate of a rectangular roof scupper. I have a building roof with a rectangular scupper of a given size (say 12" wide x 4" tall) How much water would flow through that if say the top of water level was say, 3" above the bottom edge of the scupper, and the bottom of scupper was 1" above the roof surface?
